Considering Chelsea's remarkable turnaround, it seems a risk
hard to measure or imagine today. But in 1985, when ACS Development
Corporation acquired 3.5 acres of land and built a speculative
office building, Everett Avenue was then a vast Urban Renewal
Area which had been leveled by a historic fire in 1973.
For many years, not one developer ventured into the area until
ACS Development Corporation broke ground on Harbour Executive
Park (HEP), a 60,000 s.f. speculative office building on Everett
Avenue. HEP stood by itself on a triangular shaped piece of
land with nothing around to support it, except for great highway
access, immediate proximity to Boston and a hassle free 10-minute
trip to Logan Airport. It stood on its location.
Since 1985, ACS Development Corporation has acquired or developed
13 properties ranging from "see-through" office buildings to
fire stations, abandoned warehouses and raw land. ACS Development
Corporation continues to take speculative development risk in
the City of Chelsea and elsewhere. Its most recent completed
project, Harbour Pointe South was a 108,000 s.f. speculative
office building overlooking Boston. Presently ACS devlopment
Corporation is in the master planning and development phase
of a 5.3 acre parcel of land known as Harbour Corporate Crossing,
which is adjacent to its first project, built in 1985.
Chelsea boasts a strong city government acutely aware of balancing
the needs of the community, which not only includes strong municipal
services but also dense residential and commercial development
in this small city of 1.8 square miles.

Chelsea's often overlooked location stems from it being hidden
"just beneath the Tobin Bridge." But for numerous businesses

Boston's North Station, 10 minutes by car to Logan Airport and
